Market Sales Potential


Market sales potential is a quantitative approximation of effective demand. Specifically, market sales potential is the maximum level of sales that might be available to all organizations serving a defined market in a specific time period given 1) the marketing mix activities and effort of all organizations, and 2) a set of environmental conditions. As this definition indicates, market sales potential is not a fixed amount. Rather, it is a function of a number of factors, some of which are controllable and others not controllable by organizations. For example, controllable marketing-mix activities and marketing related expenditures of organizations can influence market sales potential. On the other hand, consumer disposable income, government regulations, and other social, economic, and political conditions are not controllable by organizations, but do affect market sales potential. These uncontrollable factors are particularly relevant in estimating market sales potential in developing countries.

Entrepreneur


Most businesses start as a dream in somebody’s mind. An entrepreneur is a person with an idea. He or she also is someone with the energy and drive to turn that idea into a business. An entrepreneur needs these characteristics because in a young firm he or she must often do everything at once—manufacture the product, sell it, find enough money to keep going, and manage few employees.

The entrepreneur must be willing to take great risks, too, for most new businesses fail within a year. The odds against success are stiff, partly because many business ideas simply are not very good. After all, whoever wanted to buy paper dresses or quadraphonic sound. Factors that create special risks for new businesses are those over which entrepreneurs have little control. Also, technology has become highly complex and many new products—a filter to remove the salt from sea water, for example, require many years and teams of scientists and engineers to develop. Then, too, a vast array of government regulations creates additional burdens of time, energy, and expenses for owners of new businesses.

Role of Government


In general, government has three basic economic functions. First, government provides a legal foundation and an appropriate social environment for the conduct of economic activity. Second, government both encourages competition in the marketplace and controls it. This is accomplished through legislation and government agency rules and regulations. Finally, government redistributes income from some segments o the economy to others. Government acquires revenues through taxation—taxes on income, property, sales, and payroll. These revenues are channeled back into the economy through spending and transfer payments to veterans, the aged, welfare recipients, and others in society. In short, government is a consumer of goods and services and not producer of them.

Monopoly Regulation


Monopoly is usually considered to lead to economic inefficiency. Excessive monopoly profits are commonly regarded as unfair to consumers. Policies for dealing with monopoly range from laissez faire or toleration at one extreme to “trust-busting” at the other. Another possibility is to put monopolistic enterprises under government ownership, as is commonly done in Europe for railroads and telephone service. Regulation of the monopoly’s price and quantity or quality of service by a government agency is important. In the US regulation is standard practice for privately owned ‘public utilities’ providing goods and services such as electric power, water and gas, telephone, and transportation—usually thought to be natural monopolies.

The standard philosophy of regulation aims at limiting the monopolist to a ‘normal profit.’ Normal profit is supposed to be just adequate to attract needed capital and other resources into the business, but not so high as to represent exploitation of consumers. Normal profit in the accounting sense corresponds to zero economic profit. Zero economic profit characterizes long-run equilibrium in perfect competition. In a sense regulation achieves the result that may occur if competition is possible.

Every activity is linked to thousands of other transactions and their environmental responsibility must be taken seriously and environmental policy must be implemented to ensure a comprehensive organizational strategy. Because of increases in government regulations and consumer environmental concerns, the implementation of environmental policy has become a point of competitive advantage. Therefore, the rational goal of business should be to limit its impact on the environment, thus ensuring long-term benefits to both the firm and society. To neglect the responsibility is to ensure the demise of both the firm and eco-system.

Elements of Public Policy


The governmental action of any nation can be understood in terms of several basic elements of public policy. Many factors, or inputs, influence the development of public policy. Government may determine its course of action on the basis of economic or foreign policy concerns, domestic political pressure from constituents and interest groups, technical information, and ideas that have emerged in national politics. Public policy also may be influenced by technical studies of complex issues such as taxation or the development of new technologies such as fiber optic electronics. All of these inputs can help shape what the government chooses to do and how it chooses to do it.

Public policy goals can be noble and high-minded or narrow and self-serving. National values, such as freedom, democracy, and equal opportunity for citizens to share in economic prosperity—that is, high-minded public policy goals—have led to the adoption of civil rights laws assistance programs for those in need. Narrow, self-serving goals are more evident when nations decide how tax legislation will allocate the burden of taxes among various interests and income groups. Public policy goals may vary widely, but it is always important to inquire: what public goals are being served by this action?

Governments use different public policy tools, or instruments, to achieve their policy goals. In general, the instruments of public policy are those combinations of incentives and penalties that government uses to prompt citizens, including businesses, to act in ways that achieve policy goals. Governmental regulatory powers are broad and constitute one of the most formidable instruments for accomplishing public purposes.

Public policy actions always have effects. Some are intended, others are unintended. Because public policies affect many people, organizations, and other interests, it is almost inevitable that such actions will please some and displease others. Regulations may cause businesses to improve the way toxic substances are used in the workplace, thus reducing health risks to employees. Yet it is possible that other goals may be obstructed as an unintended effect of compliance with such regulations.

In assessing any public policy, it is important for managers to develop answers to four questions:

  • What inputs will affect the public policy?
  • What goals are to be achieved?
  • What instruments are being used to achieve goals?
  • What effects, intended and unintended, are likely to occur?

The answers to these questions provide a foundation for understanding how any nation’s public policy actions will affect the economy and business sector.

Business and Consumers


The production of goods and services is the means to an end: consumer consumption. Groups of consumers have worked to produce consumer protection laws—regulation affecting business behavior that promote consumers; interests. Such laws reflect the concept of consumerism, the view that government and business have a joint responsibility to inform and protect consumers. But while consumerism provides many benefits to us, it also has important costs.
