A firm can offer lower cost or more differentiated products than its competitors if it has capabilities that are not easy to imitate. A firm’s ability to exploit an innovation, thus, is a function of the extent to which it owns scarce, difficult to imitate capabilities that are central to its value chain.

The Chief Executive Officer


The chief executive officer (CEO) is the person ultimately responsible for setting organizational strategy and policy. Even though the CEO reports to the chair of the board (who has the most legal authority), in a real sense the CEO is the most powerful person in the corporation because he or she controls the allocation of resources. The board of directors gives the CEO the power to set the organization’s strategy and use its resources to create value. Often the same person is both chief executive officer and chair of the board. A person who occupies both positions wields considerable power and directly links the board to corporate management.

How does a CEO actually affect the way an organization operates? A CEO can influence organizational effectiveness and decision making in five principal ways:

  1. The CEO is responsible foe setting the organization’s goals and designing its structure.
  2. The CEO selects key executives to occupy the topmost levels of the managerial hierarchy.
  3.  The CEO determines top management’s rewards and incentives.
  4. The CEO controls the allocation of scarce resources such as money and decision making power among the organization’s functional areas or business divisions.
  5. The CEO’s actions and reputation have a major impact on inside and outside stakeholders’ views of the organization and affect the organization’s ability to attract resources from its environment.

Resource Dependence Theory


This is the theory that argues that the goal of an organization is to minimize its dependence on other organizations for the supply of scarce resources in its environment and to find ways of influencing them to make resources available. Thus an organization must simultaneously manage two aspects of its resource dependence: 1) it has to exert influence over organizations so that it can obtain resources, and 2) it must respond to the needs and demands of other organizations in its environment.

Expertise


Whaereas intelligence is a feature attributable to most people, expertise is a scarcer commodity. This scarcity gives expertise its value and makes attempting to capture expertise worthwhile. The skills needed to process a company’s payroll would not, for example, be considered expertise. Although it may make sense to program this task, the ability to process payroll is not rare. Certain areas of expertise have more practical value than others. For example, expertise in deciphering Egyptian hieroglyphics may be scarce but is of less practical value than expertise in strategic management or auditing.

 The difficulty in acquiring expertise is what usually contributes to its scarcity. Expertise must be obtained from some source (e.g., an expert). Most companies make use of expertise either by acquiring it temporarily in the form of consultants or by sending a seasoned employee from site to site.

 One of the problem in defining expertise is understanding exactly what knowledge the expert has acquired and how it can be used. Expertise can be the ability to interpet Egyptian hieroglyphics, diagnose certain diseases, or formulate a strategic plan. For computers to perform specific tasks, they must be programmed to stimulate features of expertise. The goal of an expert systems development poject is to understand and embed scarce expertise in the computer program and use it to solve specific problems.

 The first question that must be answered concerns where to find the required expertise. The time spent answering this question, acquiring the relevant knowledge, and then encoding it in a program constitutes the bulk of the development effort.

Situation Analysis


With a clear understanding of organizational objectives and mission, the marketing manager must analyze and monitor the position of the firm and, specifically, the marketing department, in terms of its past, present, and future situation. Of course, the future situation is of primary concern. However, analysis of past trends and the current situation are most useful for predicting the future situation.

 

The situation analysis can be divided into six major areas of concern: (1) the cooperative environment; (2) the competitive environment; (3) the economic environment; (4) the social environment; (5) the political environment; and (6) the legal environment. In analyzing each of these environments, the marketing executive must search both for opportunities and for constraints or threats to achieving objectives. Opportunities for profitable marketing often arise from changes in these environments that bring about new sets of needs to be satisfied. Constraints on marketing activities, such as limited supplies of scarce resources, also arise from these environments.
